Draws a solid color ellipse with the specified center coordinates, horizontal and vertical radii, and fill color.
Note: this routine is less computationally intensive than TftEllipseE (no Cos/Sin per step), however the smaller the radii the more deformed the ellipse is being drawn - same trade-off as TftCircleQE vs TftCircleN.
